"He dragged her to his car, stuffed her in the back; you could see in the video he handcuffed her, he had the child locks on, and he put tape over her eyes," said DPD's Charles Fitzgerald.

Records show Thompson allegedly forced a woman into his car, handcuffed her, drove her to his house and raped her on Sept. 27.

A warrant was issued for Sabah Al-Talaqani after officials said he failed to appear in court and tampered with monitoring equipment.

Talaqani, 27, is accused of kidnapping, rape and felonious assault, the Ottawa County Prosecutor's Office in Ohio said in a statement. It also said Al-Talaqani posted a $500,000 bond and was released from jail but he failed to appear for his jury trial,

Sabah Al-Talaqani is accused of tampering with his electronic monitoring device on Sept. 20, leading to his unknown whereabouts.

Kevin Thompson II drove 60 miles south to his Toledo home, where he raped his ex-girlfriend and held her captive.
